Waiver-claim counterpart to /trigger/lineup (CORE-15/#117): publishes a live waiver evaluation's recommended add/drop to the click-bot queue. Same asymmetric gateway shape as /trigger/lineup - HTTP in, durable AMQP message out. No deadline handling (no pick clock), but the same idempotency claim protocol, week-scoped: see WAIVER_TRIGGER_IDEMPOTENCY_TTL_SECONDS.
