Start Practice Sync Job
POST/v1/draft/practice/sync-job
Creates fantasy-browser-worker's draft_sync.js Job pointed at a manually-joined
ESPN mock/practice draft room - replacing the manual kubectl apply of
k8s/test-draft-sync-job.yaml. Distinct from /start's own draft-sync Job; see module
docstring.
force=true retires whatever practice run is already there instead of refusing. Without it a wedged run - a Job stuck Terminating, or one stranded by a control plane that stopped answering - is a dead end: the 409 tells the user to end the run first, and ending it is exactly what is failing. This is the escape hatch.
