Start Draft Sync

Creates the draft-sync Job (a wrapper around draft_matrix.py's listener) from a stored /config, replacing the manual kubectl apply step. If league_id is omitted, falls back to the most recently stored config (today's behavior, unchanged) - pass it explicitly to pick a specific stored config, e.g. to launch a practice room without disturbing whichever config was updated last.

with_publisher=True additionally launches fantasy-browser-worker's draft_sync.js as a LIVE_SYNC_APP_LABEL-labeled connector Job alongside the listener (issue #66) - only valid for a live config, since practice already has its own dedicated launch path (/practice/sync-job) for the room URL a human has to join by hand first. Without this, a live league's connector has no discoverable Job, and /stop has no lifecycle signal to key an automatic pick-ledger/Stream clear off of.
