Set Auto Publish

Manual kill switch (#108/#109): flips draft_config.auto_publish_enabled so hold_and_publish abandons a scheduled auto-publish instead of sending it, without touching the pause/resume mechanism above (a paused pick can still be resumed manually even while auto-publish is globally off for the league).

Delegates the actual write to _set_auto_publish_enabled in draft_matrix.py rather than running its own SQL - the same shared helper (in a later task) a circuit breaker will call with disabled_by='circuit_breaker'. This endpoint is the only caller allowed to pass disabled_by='manual', since it is the one path an actual human clicked.
